General qualification requirements for competition participants:

A person with a higher legal education or economic education, at least 5 years of work experience in the specialty, including in the field of compliance (including internal control, risk management, legal support departments, if compliance functions were performed by such departments in the absence of a special compliance service) is appointed to the position of compliance officer; work experience in government organizations to combat corruption; at least 5 years of work experience in the specialty.

Functional responsibilities:

1)  develops internal documents on issues of combating corruption in a quasi-public sector entity;

2)  develops and updates standards and policies in the field of anti-corruption compliance;

3) implements measures to identify, monitor and resolve conflicts of interest;

4)  conducts monitoring of compliance by employees of a quasi-public sector entity, who belong to the category of persons equal to persons authorized to perform state functions, with anti-corruption restrictions in accordance with the legislation of the Republic of Kazakhstan;

5)  conducts an internal analysis of corruption risks in accordance withby order of the Chairman of the Agency of the Republic of Kazakhstan for Civil Service Affairs and Anti-Corruption dated October 19, 2016 No. 12 “On approval of the Model Rules for conducting an internal analysis of corruption risks” with the involvement of representatives of civil society and business community institutions;

6)  ensures public disclosure of information on the results of the internal analysis of corruption risks in agreement with the managementInstitute;

7) coordinates work to reduce corruption risks in the activities of a quasi-public sector entity;

8) monitors and analyzes changes in anti-corruption legislation and judicial practice in cases related to corruption;

9) ensures the inclusion in civil law contracts concluded by a quasi-public sector entity, including procurement contracts, of provisions stipulating mandatory compliance by the parties to the contract with the norms of anti-corruption legislation, corporate ethics and integrity, and the principles of fair competition;

11) conducts educational activities on issues of combating corruption and the formation of an anti-corruption culture;

12) ensures the development of corporate ethical values;

13) exercises control over the employees’ compliance with the anti-corruption legislation of the Republic of Kazakhstan, as well as corporatecode of ethics (if any);

14) conducts official investigations based on requests (complaints) regarding facts of corruption and/or participation in them;

15) assists the authorized body for combating corruption in conducting an external analysis of corruption risks in the activitiesquasi-public sector entity;

18) interacts with government agencies and other organizations on issues of anti-corruption compliance;

19) promptly submits to management the necessary reports on the measures taken to prevent corruption;

23) ensures timely execution of decisions, orders, and instructions of managementInstitute;

24) observes occupational health and safety, safety precautions and fire safety regulations;

25) Complies with corporate ethics standards.

– Certificate of good conduct;

– Information on filing tax returns form 250, form 270;

– A copy of the military ID;

The competition participant has the right to provide additional information regarding his education, professional level, as well as documents confirming work experience and qualifications.
